Turkish Citizenship: GYO Properties Now Need a Valuation, Plus the Other New Rules from 29 September 2026

Last updated: October 2026

Short answer: Since 29 September 2026, buyers applying for Turkish citizenship through property can choose any licensed valuation firm instead of GEDAŞ. Reports are valid for 12 months instead of 6, and properties bought from real estate investment trusts (GYO) are no longer exempt from valuation. The USD 400,000 minimum itself has not changed.

The changes were introduced by an official approval (Makam Oluru) dated 28 September 2026, No. 21914825, which updated the Land Registry (TKGM) circulars on valuation reports for foreigners and on the Turkish Citizenship Law regulation. They apply from 29 September 2026.

1. GYO properties now need a valuation

The previous valuation exemption for properties sold by real estate investment trusts (GYO) has been removed. These properties are now, as a rule, subject to valuation for citizenship. A GYO's own valuation report, such as one published on the Public Disclosure Platform (KAP), can be used only if the Land Registry's Foreign Affairs Department reviews and accepts it. Otherwise a new report is ordered through Web Tapu or TADEBİS. Read more about GYO projects.

2. Free choice of valuation firm, under GABİM oversight

Until now, valuation reports for citizenship had to be obtained through GEDAŞ. That requirement has been removed. Buyers can now choose any valuation firm licensed by the Capital Markets Board (SPK) that is a member of the Turkish Association of Valuation Experts (TDUB) and registered in the TADEBİS system, either by picking a firm themselves or through automatic assignment. The reports are subject to review and control by GABİM.

What it means for you: more choice and usually faster reports. It also means the quality of the firm matters more, so choose an experienced, reputable one.

3. Reports valid for 12 months

A valuation report for a title deed transaction is now valid for 12 months instead of 6. A new report is needed if the period expires, or if the Land Registry records a change that affects the value of the property, even within the 12 months.

What has not changed

  • The minimum investment for citizenship is still USD 400,000. The sale price, the valuation and the payments must each reach this amount.
  • The price must be paid through a Turkish bank, with a foreign currency purchase certificate (DAB). See how to send money to Turkey.
  • The 3-year no-sale annotation on the title deed still applies.
  • The property must be registered in your name, and the full process is in our Turkish citizenship by investment guide.

Frequently asked questions

Do I still need GEDAŞ for a citizenship valuation?

No. Since 29 September 2026 you can choose any SPK-licensed valuation firm registered in TADEBİS.

Has the USD 400,000 minimum changed?

No. The minimum is unchanged, and the sale price, the valuation and the payments must each reach USD 400,000.

How long is a valuation report valid now?

12 months, unless the property's record changes in a way that affects its value.

Do GYO properties need a valuation for citizenship?

Yes. The exemption has been removed. A GYO's own report can be used only after review and acceptance by the Land Registry's Foreign Affairs Department.
